conditional_auto_update

It should be possible to disable auto-update for proto_code.

TODO: But what is the use case? If updates are disabled, then the stand-alone version will diverge from the packaged version. At least, it is a warning state. The use case: no dependency configured (instant case).

In the instant scenario, there is no configured dependency on protoprimer, so update will not work anyway.
